TACL does not accept papers which were recently submitted to ARR

For many years , TACL has had a policy that papers which were reviewed by ARR or directly by ACL, AACL, EACL,  NAACL, or EMNLP could not be submitted to TACL until 9 months after the ARR (etc) reviewing.

We are updating the policy to say that papers which were submitted to ARR, ACL, AACL, EACL,  NAACL, or EMNLP  cannot be considered by TACL until 9 months after the ARR (etc) submission.

This change is largely motivated by recent submissions from authors were unsuccessful in the ARR reviewer capacity lottery.  TACL is not a "backup" venue for such papers.

The policy also applies to papers which were desk-rejected by ARR (etc) for other reasons, as well as papers which received reviews from ARR (etc).
